NCSoft has stated that the next chapter may not be out until the second half of this year. This goes against Anet's usual 6 month policy.
Also, chapter 4 is not to be called Guild Wars: Utopia. This was based on a web rumor. Someone saw that NCSoft had registered the www.guildwarsutopia.com (and .net and .org) domain, and made an assumption. Here's the truth:
The company also aims to provide a multi-faceted game portfolio to overseas users. Exteel™ and Dungeon Runners™ will be launched in the first half of the year, while the company anticipates the launching of Tabula Rasa and a new major update to the Guild Wars franchise in the latter half of 2007.
